ARH is designated to take charge of control and regulation of activities in the field of hydrocarbons as well as issues related to industrial safety and the environment and this, under the law 05-07 governing the hydrocarbon activities.
It oversees the transparent operation of natural monopolies, non-discriminatory third-party access to pipeline and storage systems, and the regulation of margins on the domestic market for natural gas and petroleum products.In terms of the development of infrastructure investments, it develops and updates an indicative supply program of the national market in petroleum products in consultation with operators.
On another level and within the scope of its activities, the engineers of the ARH, in order to ensure the integrity of the hydrocarbon installations, undertake a large number of inspection visits at the level of the existing installations. . They intervene by the control of the safety prior to the putting into service of the installations and the manufacture in factory.
These controls enable the ARH Agency to ensure factory quality manufacturing equipment compliance and to ensure that all materials and equipment are controlled by independent, high-level organizations with proven expertise.
As regards the protection of the environment, the ARH ensures compliance with the regulations applicable to hydrocarbon activities, including on-shore and off-shore activities. In fact, it is responsible, as stipulated in Article 18 of the Act, for the approval of Environmental Impact Assessments (EIAs) and environmental management plans.
